We annually award scholarships to students pursuing a degree in a civil or structural engineering program.
For those pursuing a bachelor’s degree, there is a $3000 scholarship funded by the chapter and a $6000 Philip F. Frandina Memorial Scholarship jointly funded by the chapter and an endowment set up by Phil Frandina.
For those pursuing an associate’s degree, there is a $2000 scholarship funded by the chapter.
This year, we were very pleased to receive 6 bachelor applicants, 5 of whom met the qualifications for the Frandina scholarship, along with 2 associate applicants.
The winner of this year’s $6000 Philip F. Frandina Memorial Undergraduate Scholarship (selected by members of the Frandina Family) is Tyler Fogarty.
Tyler Resides in West Henrietta and is attending RIT, where he expects to graduate January 2026 with a degree in Civil Engineering Technology. Tyler’s civil engineering work has included working with Lu Engineers and Preferred Materials LLC
The winner of this year’s $3000 ABCD WNY Bachelors Scholarship is Ezekiel Olson.
Ezekiel resides in Tonawanda and is attending the University at Buffalo, where he expects to graduate May 2025 with a degree in Civil Engineering. Ezekiel’s work experience includes working for the US Army Corps of Engineers and NYSDOT Region 5. Ezekiel is not your typical 4-year student. He has been zig-zagging towards his current career goals, enrolling in Air Force Basic Military Training and Technical School prior to attending UB.
The winner of this year’s $2000 ABCD WNY Associates Scholarship is Loukas Kouimanis.
Loukas resides in East Amherst and is attending Erie Community College, where he expects to graduate May 2025 with a degree in Civil Engineering & Construction Management. Loukas’s work experience includes working for Amsar Bridge Painting Company, where he gained a deep appreciation for the efforts involved in preserving our aging bridges
We were fortunate to have all three winners join us and receive recognition at our 2024 Fall Conference (pictured below in order listed above).

Applicants showed a wide range of diversity and backgrounds. The Scholarship Committee once again had a tough time selecting the winners this year, as many applicants exhibited excellent grades, high recommendations by faculty and personal references, deep interest in pursuing civil engineering, and active engagement in clubs and in their communities.
We encourage anyone that has a family member, neighbor, friend, or coworker that is pursuing a degree related to bridge engineering to have them apply next year. All of this year’s applicants are encouraged to apply again next year.
